Please join IEC/OC for an in-person luncheon and panel discussion to prepare the regulated community for the adoption of the Los Angeles Regional Water Quality Control Board's Commercial, Industrial, and Institutional (CII) General Permit — a first-of-its-kind stormwater permit that could bring hundreds of previously unregulated facilities under NPDES coverage.


Driven by USEPA's residual designation authority under the Clean Water Act, the permit would require certain commercial, industrial, and institutional sites in the Dominguez Channel and Los Cerritos Channel watersheds to obtain stormwater coverage to reduce copper, zinc, and other pollutants — a significant expansion to facilities not historically subject to NPDES requirements, with major compliance, cost, and legal implications.


With the Regional Board scheduled to hear the permit for adoption on July 23, 2026 — the day after our luncheon — our panel of legal, technical, and municipal experts will break down what the permit requires, what changed in the latest revised draft, and what to expect from the hearing the following day.
